This Festival took place from December 22 to 25, 1963 after the euphoria and success of the first Festival. It was presented by Vera Zheji and Skifter Kelliçi. The doors were opened for many composers, known and unknown; for many singers, well-known and amateurs. A peak of many festivals was reached with the number of participating songs, 30 in total: 15 on the first night, 15 on the second night and 15 on the finale. It took place, as in the first Festival, a fourth Night as a concert with several songs where the prizes were announced. But there was not a period of several days until the last concert. As in the first Festival, the songs were repeated by two performers, accompanied by the Symphony Orchestra directed by Kristo Kote and the Rhythmic Complex directed by Agim Krajka. If in the first Festival about half of the singers were Opera soloists, in this festival the singers were almost all from light music, well-known and amateurs. The only one of the Opera's soloists was Avni Mula who, as a singer-songwriter, presented one of his songs again: "Listen or eat". This is the first festival where the composer Pjetër Gaci participates, who will become so famous later and will receive many awards at festivals. Awards were again given to the singers and, without a doubt, Vaçe Zela deserved the first prize again. Thus, after this festival, no more awards will be given to singers for the simple reason that Vaçe Zela would always receive it. In addition to the well-known light music singers of the first Festival, the two already well-known singers Anita Take and Paulina Nikaj also participated. But this is the only festival where these two famous singers participate. Many amateur singers from the ranks of pupils, students, workers, etc. participated. Among them we can mention Pavlina Prifti, a student at the Artistic High School, who later became the famous actress Pavlina Mani. Among the amateur composers, we can mention Rikard Ljarjen, the well-known actor, who appeared with the song "Bregdeti" and who at that time had started the Conservatory in the Music department and then switched to the Drama department. This song would even have the title "Riviera" but it was not allowed with this foreign word. Also, we can mention the amateur composer, from Shkodra, Ndok Pistulli, a special talent, who at the opening of those years, was allowed to appear at the Festival with the twist song "Kënga te ushtojë", although he came from a classy family, but that after that his name was no longer allowed to be mentioned. From Shkodra, the composer Pjerin Ashiku, author of many songs from the 50s, known especially for the song "Flowers of May" (the authorship of which continues to be "stolen" by others) takes part in the festival for the first and last time. ). The song "Vasha" from this festival can be heard today on YouTube with another title "Kukulla" sung by Justina Aliaj. The main theme of the songs, as in the first Festival, was the theme of love. Thus, it is understandable what criticisms awaited this Festival after its end. Almost all songs were banned. Only the winning song "Flakë e Borë" survived, so modern, and at the same time, with the Albanian folk sole. This song was performed with the big orchestra by the very young singer from Shkodra, Nikoleta Shoshi, who previously won the first children's festival held in Shkodra. But, after the Festival, the winning song was broadcast more by Vaçe Zela (who did not sing it at the Festival), recorded with the Estrada orchestra where she worked, an orchestra that did not come close to that of the Festival, where the wind instruments and especially the trumpet of Gasper Çurçi, in this song, as well as in others, the solo can be heard distinctly. Some singers were also criticized as being too modern and were no longer allowed to appear on stage. Among them we can mention the singer from Durrës, Besnik Taraneshi, and the singer Fatbardha Bengu, who came from the ranks of ballet.
