The 3rd Festival took place after the criticism and after the banning of the songs of the 2nd Festival. Even the number of participating songs was quite reduced and, it was understood, that some songs were removed in the last rehearsals. Thus, a total of 17 songs participated: 8 on the first night and 9 on the second night. 11 songs appeared in the final. This edition took place on December 26, 27, 28, 1964, without any additional nights like the first two festivals. It was presented by actors Margarita Xhepa and Vangjel Heba. The songs were accompanied only by the Radio Symphony Orchestra conducted by Ferdinand Deda and Fiqiri Kraja. This is the first festival attended by Ferdinand Deda, the talented conductor who will lead the orchestra in many festivals. Several wind instruments that were heard so loudly especially in the second Festival were removed from the orchestra, among them the saxophone. In the same way, the Rhythmic Complex directed by Agim Krajka was no longer heard, nor any of his songs. This is the only festival where the talented composer Prenk Jakova participates with the song "Margjelo" and the well-known singer from Shkodra, Klotilde Shantoja. At the end of the festival, giving the prizes, the chairman of the festival jury, Llazar Siliqi, clarified that the song "Margjelo", the most beautiful of that festival, was out of the competition. So this festival was left without a first prize. The sayings and writings of some that the song "Today I turned twenty years old", sung by Vaçe Zela and Nikolin Gjergji, after several years was awarded the first prize by RTSH, do not stand. It has never happened anywhere and never that the winner of the festival is announced after several years. This song won the third prize. A curiosity: this song, so well known with the title "Today I am twenty years old", was presented at the festival with the title "Today I turned twenty years old". The reason for leaving the song "Margjelo" out of the competition was that, at the last moment, someone had signaled that that song had been sung once in a concert in Shkodër and, according to the festival regulations, the song that was presented at the festival should not have been sung never in public at any concert. This regulation is taken from the festival of Sanremo which is the source of the birth of festivals. It is not known why this regulation was violated only once in 1995 when it was known that the winning song "Eja" had previously been sung in a concert broadcast on Eurovision. No first prize was awarded!!! Second prize: "I'm looking for a window" music by Tonin Harapi, lyrics by Llazar Siliqi, sung by Vaçe Zela and Klotilde Shantoja. Third prize: "Today I turned 20" music by Llazar Morcka, lyrics by Dionis Bubani, sung by Vaçe Zela and Niokolin Gjergji.
