This festival took place in three nights, 26 – 28.12.1968. It was presented by actors: Drita Bardhi (later Haxhiraj) and Roland Trebicka. 25 songs were sung at this festival: 12 songs on the first night and 13 songs on the second night. 17 songs appeared in the final. The songs were accompanied by the Symphony Orchestra conducted by Rifat Teqja and Ferdinand Deda; from the Instrumental Complex directed by Robert Radoja and the Orchestra with folk instruments directed by Pirro Miso. In this festival, the winning songs were awarded with medals. This is the festival where composers Limos Dizdari (who won the festival), Agron Xhunga and Flamur Shehu, singers Ema Qazimi, Zeliha Sina and Vera Dervishi participate for the first time. Mira Maletaj, who composed the song "Parakalojni brigadad" at this festival, is the first female composer to participate in festivals. The well-known lyricist Zhuliana Jorganxhi will participate for the first time. Rare case – Tish Daija has received two second awards (Silver Medal) with the two featured songs: "Red Commissioner" and "New Motive". The theme of the songs continues to be the same as the previous two festivals: work, actions, military preparation, etc. There are some love-themed songs such as: "New motive", "Song for my friend", but always related to work, action, choirs, etc. After two festivals that he did not participate in, Agim Krajka, the composer loved by the youth, begins to participate in this festival again, even with two songs: "Ylli partizan" and "Jam a girl". It can be said that the song "Ylli partizan" is the first non-rhythmic song of Krajka at festivals. Received the Silver Medal (second prize). Again he wins a song (Gold Medal) for the new heroes of "revolutionization", "Hero teachers", dedicated to the teacher Ismet Sali Bruçaj, sung by Vaçe Zela and Ramiz Kovaçi.
